WPCA Minutes-11/1/05 Regular Meeting

Chairman Carino called the meeting to order at 7:35 p.m.  The following actions were taken during the November 1, 2005 Regular Meeting of the W.P.C.A.

B.      ACCEPTANCE OF MINUTES OF PREVIOUS MEETINGS

        October 4, 2005 – Regular Meeting

        Motion to accept the minutes of October 4, 2005 as presented.

        Seconded by Ms. Rose
        
Mr. Havens, Jr. made one grammatical correction to the minutes of the regular meeting of October 4, 2005.  On page 5-Item D-Communications and Reports, first paragraph, first sentence the sentence should read as follows: “Mr. Shaw reported that he had a meeting last week with the design engineer and the value engineer for the treatment plant upgrade.”

Motion to accept the minutes of October 4, 2005 as corrected.

C.      NEW BUSINESS

1.      R002 Main Street (approval to connect)

        This is a proposed connection of a residential home on Main Street to the Town’s sewerage system, near the East Hartford/South Windsor Town Line.  This consists of a connection to the existing sewer main that was installed for the two trailer parks years ago; it includes a building and lateral connection to a 90 ft. linear extension of the existing sewer line on Main Street.  A short discussion ensued whether or not the application involves an assessment.  The Authority decided that the applicant will be responsible for the total cost of the extension of the sewer main and, therefore, no further assessment will be required.

        Motion to approve the application as presented, for connection to the Town’s sewerage system of a residential house located at R002 Main Street, South Windsor, CT, as more specifically shown on plans entitled “Site Development Plan, Prepared for Nina L. Kement, Main Street, South Windsor & East Hartford, Connecticut”, Prepared by Sanderson & Washburn, Tariffville, CT, Sheet No. 1 of 2, Dated March 30, 2005, and subject to approval of the Town Engineering Department, and meeting all Town regulations and appropriate technical specifications relating to sanitary sewer construction.

2.      Review and Approve WPCA Calendar for 2006

The Authority reviewed the WPCA calendar for 2006; the November meeting will be on a Wednesday, due to Election Day (see Exhibit A).

Motion to approve the calendar dates for 2006.

D.      COMMUNICATIONS AND REPORTS

Mr. Shaw reported that the Annual Report was submitted, and he suggested including pictures of the WPCA to which everyone agreed.

F.      BILLS, CHANGE ORDERS, DISBURSEMENTS
        None

G.      UNFINISHED BUSINESS

1.      Town Attorney – Opinion regarding Easement and Connection Agreements.

Mr. Shaw reported that he has not received any information on this matter from the Town Attorney.  In the last WPCA meeting Town Attorney Barry Guliano indicated some of his thoughts on this subject, but a final written approval for his opinion is necessary.  Mr. Shaw reported that he would be meeting with Mr. Mallin and the Town Attorney on a different subject and would raise this issue for discussion.  Chairman Carino suggested Mr. Shaw to inform Mr. Malin of the Authority’s final decision which is to continue to require an easement.

2.      Avery Heights Water Company – Town Attorney report regarding easement/agreement issue.

Mr. Shaw stated he had spoken with Michelle Richard, president of Avery Heights Water Association.  He stated to Ms. Richard that two years ago the Town Attorney had sent a letter to Robert Conway, president of the association at this time.  In his letter, he stated that an outside appraisal had been done for that property.  A copy of the appraisal was included in the letter sent to Mr. Conway for review and comment.  Ms. Richard had no knowledge of this paperwork, so copies were made and mailed to her last week with the same request for a timely resolution on this matter.

H.      MOTION TO GO INTO EXECUTIVE SESSION TO DISCUSS PENDING CLAIMS
        None
